Her gourd is a magical artifact (every oni thus far named in the series has a magical artifact associated with alcohol) that never runs out of sake, and as a consequence, she's literally constantly drunk. Instead, she got beaten down by Reimu for disturbing the peace, and then started loitering around Reimu's shrine. Quickly becoming lonely, she decided to use her power to gather people into groups and start constant parties, hoping that the rowdiness and booze would lure the other oni out of hiding. She woke up after a long sleep only to find that she was (apparently) the only oni left in this world, the rest of her kind having wandered off somewhere else. So in addition to being able to make things lighter or heavier as she wishes or even dissolve herself into mist, Suika can also increase the density of things like populations, which is in fact what she did in her first appearance in the first ever side game, Immaterial and Missing Power. "Manipulation of X" type abilities aren't common, and they're usually absurdly powerful, because they don't only work on a literal level, but a conceptual one as well. Her special ability (most people in Gensokyo have one) is manipulation of density.

But also, her childish look is not just for show, as she's pretty immature most of the time. Significantly older than the existence of Gensokyo old. Her name is Ibuki Suika and she's very old. The oni first, because best girl (one of them, anyway).
